Mr. NEERAJ DAFTUAR
Governance Expert- Citizen-State Interface
Mr. Neeraj Daftuar is a governance expert with deep interest in the citizen-state interface/dynamics. He has worked at the intersection of government and public engagement, with a strong focus on programme delivery and policy communication.
Most recently, he served as Principal Officer on Special Duty to the Chief Minister of Haryana, where he played a key role in aligning administrative processes with political leadership. In this capacity, he also helmed communication strategies for flagship government initiatives and electoral outreach, contributing to effective stakeholder engagement and programme visibility.
With over three decades of multidisciplinary experience, Neeraj was amongst the early proponent of renewable energy as CEO of Hydel Power project and later as the founder publisher of India first technical journal on renewable energy. Neeraj also has formidable experience and expertise in program evaluation, research including electoral surveys, and in strategizing and managing large scale public campaigns.
Neeraj is a Master of Arts from University of Delhi and recipient Junior Research Fellowship of UGC.
Mr. N.N. KAUL
Veteran Media Strategist
Mr. N.N. Kaul is a veteran media strategist with over four decades of experience in policy and public communication. As India’s political-economy shifted from state-led model of the pre-1991 years to a market-oriented approach it threw up a variety of challenges for the leadership. Kaul had a ringside view of many of these as he strategized, managed and advised on communication for Government of India during multiple high-stakes situations involving strategic affairs, economic reforms and crisis.
During his tenure with Press Information Bureau, Ministry of Information and Broadcasting, and later on special assignment as Advisor, Kaul served as Media Advisor to senior Union Ministers and apex policy framing body the NITI Aayog, shaping narratives around flagship government programmes, including digital transformation, disinvestment, and national development planning. He played a central role in conceptualising and executing the globally recognised Digital India campaign.
Mr. BIPUL KIRAN SINGH
Former Civil Servant- Strategic Advisory
Mr. Bipul Kiran Singh is former civil servant with extensive experience across government, business and communications. A 1990 batch officer of the Indian Information Service, he served as Spokesperson for the Ministry of Urban Development.
Following his tenure in government, Bipul has held senior leadership roles in strategic advisory and communications sectors. He was a Partner at the India office of a global advisory firm and served as Chief Executive Officer of a communications consultancy.
Singh has also led transformative projects such as redesigning the District Gazetteers of Bihar, making them accessible to officials, researchers, tourists, and students. he is a trustee of Megh Pyne Abhiyan, an NGO addressing water distress in East India.
Bipul is an MBA from Indian Institute of Management (IIM), Bangalore and a Bachelor of Science from University of Delhi.
Mr. ASHUTOSH BHARDWAJ
Senior Management Consultant
Ashutosh Bhardwaj is a senior management consultant and leader in India’s infrastructure and institutional development sector.
Ashutosh has spearheaded strategic projects for public sector enterprises, government agencies, and industry associations in construction, IT, consulting, and communications sector. His work focuses on capacity building, institutional strengthening, and advisory across human resource development, sustainability, procurement systems, business process transformation, marketing strategies, risk management and business process reengineering. He is the architect of the CIDC Vishwakarma Awards, a flagship initiative promoting excellence and innovation in India’s construction sector. Ashutosh has also pioneered a national database of qualified vendors and service providers, empowering MSMEs and startups while promoting emerging technologies and best practices.
Ashutosh is an MBA from Charles Darwin University, Australia, and a Master of Arts from University of Delhi.
